There are smart CCTV at entrance halls and playgrounds, remote control of street lighting, and utilities via a mobile app. Dubna, Ivanteevka, and Reutov have become the smartest towns of Moscow Oblast. They're now testing a pilot project for the introduction of digital technology there. Criminals won't have the remotest chance soon.

Tatiana Proskuryakova has the details.

There are so many summer entertainments in the new park in Ivanteevka that it's hard to keep a good eye on kids. But its every nook is observed. On the poles and the neighboring buildings, there are cameras of the Safe Region system. The footage goes to the situation room and the police's server.

Maxim Krasnotsvetov, Head of Ivanteevka Urban District: "95% of thefts and other crimes committed in the town are solved here".

This is smart video surveillance. The system can identify drunk people in public places and give a signal to a duty officer. There are over 400 cameras in the town.

The Safe Region program reached a new level: all of the public facilities are already equipped with video surveillance, entrance halls of residential buildings will now be equipped with facial recognition cameras. Recognition helps find offenders whose photos are in the police base quickly. All of the entrance halls will be equipped with cameras if residents vote for it at the general meeting.

The Safe Region is only a part of the single digital complex of Moscow Oblast. The system KULON allows controlling street lighting remotely. It makes the time to turn on street lighting optimal, depending on the season and weather.

Stanislav Katorov, Mayor of Reutov: "By introducing KULON, we managed to decrease those costs by $25,000-30,000. These data vary from year to year. Therefore, as of now, we continue to improve the technology".

Energy industry workers in Reutov also use digital technology. All of the five boiler stations are controlled from one control panel which is accessible via tablets. One can change the heating supply by pressing one button. The program reports failures instantly.

Vladimir Didenko, head of heating supplier in Reutov: "The main thing is that it reflects people's requests about hot water and heating, their complaints and applications. We see everything and can fix it promptly".

The Dobrodel portal allows the local authorities to react to residents' requests timely.

In Dubna, they decided to make the gap between the request and solution as small as possible. They developed an app for every service for that. Here's a complaint about garbage at a bus stop, and utility providers are already aware of it.

Dmitry Shilin, head of utility service: "We can react quickly. Within 30-60 minutes, a crew can arrive and clean a certain area specified by the residents." They also use the app to report the task fulfilled. The applicant can assess the quality of work.
