- Yes, I just got back. Of course, an iron curtain and division of the internet isn't the case here. All it is is just the creation of a defense mechanism so that they can't suddenly cut us off from overseas.

Independence on the net. The meaning of the new law on an autonomous Russian internet is guarantees of communication which the West couldn't cut off by pulling a hypothetical switch. The net will function even if Russian domain names are excluded from the common ICANN base. It's the Internet Corporation for Assigned Names and Numbers. It's based in the US.

Andrei Klishas, senator: "They can cut us off all of the root systems located abroad. They're basically controlled... Today, those powers of control over the Russian internet are transferred to a Russian non-profit organization. But this all is based on a system of agreements which lead to American legal entities".

Of course, the US can be upset with Russia's desire to become independent on the net. But senator Andrei Klishas doesn't think that there'll be a split of the internet.

Andrei Klishas, senator: "We aren't dividing the internet into parts because it deprives the internet of any meaning. We're trying to defend our right to live in the information space, in this network, even if someone doesn't like it.”

The term "sovereign Internet" appeared on the net. A sovereign internet isn't cheap. The bill, which Klishas is a co-author of, states that internet service providers will be provided with equipment at the expense of the state. No additional budget expenditures will be required. They're already included in the national project Digital Economy.

Andrei Klishas, senator: "Many people ask indeed whether the financial burden of the implementation of this law will be shifted to private businesses. We had a substantial dialogue with the government. We realize that everything necessary to implement this law is already provided for in the budgets of the relevant federal programs. The money has already been allocated for it".
