More than a thousand families from Tulun which suffered from large-scale floods in Irkutsk Oblast have received state-subsidized housing. "The flood damaged our porch".

There's dampness, cracks, leaks. Residents of Tulun show what their houses turned into after the flood.

- They said we won't get anything.

The house is falling apart but the committee found it habitable. Roman Morozov waited for the decision of the committee all summer. He boarded up the windows. But it's still unknown if he'll be given new housing or offer to repair this one.

Roman Morozov: "I wanted to repair it in the first place. But I was told not to because it will be demolished by October 1st. At the end of September, we went to the administration and were told there won't be any demolition".

It turns out the houses in this street aren't shown on the flood recovery map with the formulation: "Water didn't penetrate the house so it's not damaged." However, the flood destroyed the crop of the majority of residents of Tulun. A center for consultations has been opened specifically to resolve issues where in one place you can ask a question to an employee of the prosecutor's office, pension fund, and the Ministry of Property Relations, get legal support, and even register at the employment center.

In Tulun, there will be built the entire complex, 2,500 buildings in total. More than 14 billion rubles ($215 million) was allocated for this. These are experimental houses. Such houses are built in the Arctic and Europe.

This type house is built according to German technology. It is 75 square meters (807 sq. ft.). The builders will build 400 more of them by the end of the year. By the end of 2020, there will be 600 houses in this area.

This is the first house. But locals come to the construction site showing interest in future housing.

In mid-October, a government commission arrives in Irkutsk Oblast. It will assess the progress of construction and repair work and how local officials fulfill their responsibilities. It can't be postponed any longer — winter is coming in the region.
